You could try uninstalling Visio and perform a reinstall but make sure you
are logged on with the administrator account. Disable the anti-virus
application before performing the reinstall. If you still run into the same
issue you may want to open a ticket with Microsoft Support.

The windows installer thinks your visio installation is corrupt and
starts a repair run. I've had this problem frequently with some
customers. However, the causes vary from damaged install media to anti
virus software and, yes, artifacts from previously installed versions,
interrupted installations by BSOD or manually rebooting the computer at
the wrong time or......
Have a look into the application eventlog of the windows event logs.
Search for entries of Installer or MsiInstaller.
Usually the installer writes some entries here of the files it is
complaining about.
