install office 2000 on Windows server 2003 with terminal service

I am trying to install office 2000 to 2003 server with
terninal service.

I do the following to install and get an error message:
Error 1402. Could not open key.

I install it from Add/Remove program and select setup.exe
from open box the type in " transforms=path\termsrvr.mst".

Is there anything I miss.
