install office updates with out orginial disks

I am trying to install SP1 for MS office 2003. I do not have the disks, as
it is OEM installed. I downloaded the full file service pack, but when I
install it it continues to ask for the CD.

Have a look at this article:

There are a couple workarounds listed. The original equipement manufacturer
should have supplied you with the installation disk (s). Call, or email them
and ask to (demand if you have to) be sent your installation media. If you
ever have to reinstall Office you'll need the disk (s). You paid for the
product after all...
