Install Outlook 2003 from Server

I'm trying to assign Outlook 2003 to be installed on a new PC but it's not
happening. I've done this before by just assigning the app and when the user
logs in next time Outlook installs. Can anyone help me figure out why it's
not doing it on my PC now?
