Install problem about Office Solution Accelerator for 6 sigma

I want to install MS Office Solution Accelerator for Six Sigma on Project Server 2003 Server.
But it show some error when run 'CustomActionInstall.cmd' such as below:

Please do not cross post. Just the server group is fine for this
question.

Can you let us know a bit more about the machine you are installing on?
What is installed on it? Where in the process did it fail? What OS is
on it? Etc

Server:Windows 2003 + WSS 2.0 + ProjectServer 2003 (Simplified Chinese)
projectserver had run fine. I am setup Six Sigma complete, when I run the 'CustomActionInstall.cmd' according to guide, it is different to guide, error code is :'Value can't be null. Parameter: format '

Have you checked out support article 896044 "How to troubleshoot Office
Solution Accelerator for Six Sigma installation issues" ? Looks like a
permission issue.
