I have a store bought version of office home and student 2007.....and it
states I can only license it to 3 pc's. Does this apply to reinstalls to
the same computer? I'd be installing it to the same computer for the fourth
time.

You should be fine. Worse case - use the telephone activation. (Byt what are
you doing that requires you to install it so many times on the same system?)

If it's the same computer, it won't be counted as the 4th one.

You can install and activate your office home and student 2007 in these 3
computers for unlimited times.
