Installatioin problem "advpack.dll

When I click on the Onenote.exe the extraction begins,
then I get an OK dialog box that says "Error creating
process <C:\Documents and Settings\Tim Cummings\Local
Settings\Temp\IXP001.tmp\setup.exe /iexpress CDCACHE=2>.
Reason:INDOWS\System32\advpack.dll"

When I click ok, the install stops. I have done a repair
of my OS with the Windows XP Professional CD and I still
get the error. Can anyone help? I want to buy the
product (convert the trial), but if I can't get the trial
installed, I'm not gonna throw my money away on something
that won't install.
