Installation--broken or missing win.ini file

I have a new Dell XPS Studio 13 with Windows 7. I purchased Outlook 2007
separately. It worked fine for a month or so, then for no discernible reason
I got a message "can't open Outlook Window." I looked for help online, but
couldn't find anything on this for Windows 7.

So I uninstalled and tried to re-install. However, during the re-install, I
got a message that there is a missing or broken win.ini file, and the
installation won't work.

Any help appreciated. Please note that I am not a techie, so please keep
responses as simple as possible (and please don't tell me I have to screw
with the registry.)

PS. I tried to e-mail Microsoft directly, but you have to have a Product
identification number (not the "product key"), and, apparently the only way
to get the ID is to have the program installed. Catch-22.

Did you restart your computer after you uninstalled Outlook 2007?

If so;
Go to C:\Windows\ and look for win.ini
Right click the file and choose Properties. See if its file attribute has
not been set to Read Only.

A reinstall was not needed in order to solve the original issue. Once you've
got Outlook installed again, start Outlook with the /resetnavpane switch;
Start-> type; outlook.exe /resetnavpane
(note the space in the command)
