Installation ended prematurely

I am attempting to install Office 2000 sp1 on a windows 2000 sp4 domain
controller, which also runs SQL server 2000. I have an another server (that
is not a domain controller, but windows 2000 sp4 with SQL 2000) which I used
the same exact install process to install Office 2000 on it and it was
successful. However, when attempting to install on the other system, I get
the error: Installation ended prematurely because of an error.

This happens after I select the typical and/or attempt a custom
installation. Once selected, the installation begins but then suddenly
exits with this error. Windows event logs state:
event id: 11708

I have also attempted to install Office XP pro and the same thing happens as
well.

Using the verbose logging feature, I receive the following error messages in
the log:

Forgot to mention that I went through Microsoft's knowledge base and found
all sorts of articles regarding this, but none of them seemed to apply.
Mainly issues regarding registry key and system drive permissions. I am
logging on as the domain administrator so I have all the rights in the world
as far as that server should be concerned. There are no restrictive
policies, besides the defaults for an Active Directory domain controller.

all sorts of articles regarding this, but none of them seemed to apply.
