Installation failure

I am trying to install OneNote 2003.
I get 2 messages:

Setup has detected an installation from an earlier version. Do you
want to update? Click yes to continie. Click No to cancel.
If I press yes, I see this:
The installation is not available. verify that the source exists and
you can access it.

I guess that it is nstalled but it doesn't run. It just hangs.
When I try to un-install it, I get the following message.
The installation is not available. verify that the source exists and
you can access it.

I would like to use OneNote.

No, no. In the information about the path and an OEM install. You still
haven't said what the source of the previous version of OneNote was. How
long was it on the system? Have you tried using a Restore Point from System
Restore?

Installation was a folder on my hard drive. The source was not OEM but
reatil version. I don't use System Restore. I installed OneNote
October 2004 but I can't remember when I last used it. I know the SP2
was installed.

Now it just opens and then closes. Nothing in the sus tray at all.

What is happening is the msiecec.exe starts and then dies without
starting the program. msiexec.exe is version 3.01.4000.183.

Okay, have you step-by-step followed the instructions in the Microsoft KB
article I posted earlier, under Method 1? That's the only way I know of to
correct this situation. If that doesn't work, perhaps someone else will pop
in with a suggestion.

Yes, I did follow the KB875556 and did the followng:
1. Deleted the MSOCache from the c:\drive
2. Copy and MSOCache folder from another machine where one note is
running OK.
3. Run Local Installtion Source tool and confirmed the local location
of all the Office 2003 install locations.
rebooted
I noticed the OneNote places a log file sometimes in my temp
directory. The error messages that I get are Error 0x80070002 and
MainEngineThread is returning 1612.

I can't find how to fix the 1612 error. LIS tool would fix the 1612
error but it doesn't.

Right now, Onenote opens and then closes after starting to run
msiexec.exe. I even tried to forced that un-install of one note via
http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/msiexec.mspx

This also fails.

My choices are as follows:

1. Reformat hard hard and re-install all applications.
2. Manually remove all Office 2003 applications
3. Run Office Cleanup utility

4. Do nothing and forget about OneNote 2003
5. try to find how to fix the 1612 error
