There has been a recent MSKB issued on this topic on 8/3/04 since the
7/27/04 release of the update. Much of the source of problems with the
install of One Note SP1 and Office 2003 SP1 has been because of corrupted
Local Install Cache, and Windows Installer Caches
"Installation Error: File not Found" error message when you try to update
Office 2003 programs from the Office Update Web site

You can use the local installation tool to delete the cache

The reason for this Local Install Source Feature is thatif you leave the LIS
intact (with all of the CAB files from
the CD), it will eliminate the need to connect to the source when updating
your client.

Also you may get addditional error info that's helpful by going to your run
box and typing in "eventvwr.msc">click on Appliation, and look at any events
at the time of the failed install whose source is MsiInstaller.
Additional factors to consider here, but I believe your issues can be
resolved in the info above, are:
Make sure if you had a preview of One Note SP1 that you uninstall it before
installing One Note SP1, and if that's not an issue you can try running a
detect and repair, a repair install from Add/Remove, or uninstalling and
reinstalling One Note using the Windows Install Cleanup Utility:

"The function of the utility is to remove the remove the corrupted Windows
Installer registry information for an application that was installed via the
Windows Installer. There are several things that it does not do ...
- It does not uninstall any applications
- It does not delete the Windows Installer
After using this utility, the application should then be installed again
sothat Setup will function (otherwise, the Windows Installer has no
information that it was ever installed). If the real objective is to remove
a product, it can be uninstalled after this reinstall has occurred."
