Installation of server 2003 on server 2k with MSDE

I am trying to install Project Server 2003 on a single machine wit
windows 2000 server. I have installed MSDE 4.0, have IIS installe
and running and done the grant MSProjectServerUser and MSProjectUse
SQL and database access. However, whenever I go the project serve
configuration web page I get this error

Project was unable to log you on at this time because the Projec
Server database cannot be accessed. Please try again later or chec
with your Project Server administrator. (5001

Any suggestions? By the way, I am logged in as domai
administrator.....
