Installation Problem Pub2002

Received error message: #25506 when trying to install MS-
PUB2002

Current OS: 98SE
DO NOT have MS-Office installed

ERROR says that I require updated system files:
C:\windows\system\ASYCFILT.DLL
Current version: 2.40.4275.1
NEED version: 2.40.4277.1

Tried to download Virtual Basic 6.0 service pack no.5
So far it has not solved my problem
