Installed 07 Conversion Tool and Outlook stopped working

I have uninstalled and reinstalled outlook 07 and it continues to give the
error message that first appeared with the installation of the conversion
tool (which has been uninstalled) that it cannot find shared utilities
....restart or reinstall.
