Installed Office 2003. I lost my Microsoft Photo Editor where is

I installed Office 2003 as an upgrade from Office 97. I don't have Microsoft
Photo Editor any longer and I need it back.

It contains a Tiff resolution compression option of CCITT Group 4 which I
need. If I can't get it back does Microsoft have something else that has the
CCITT Group 4 feature? Is there any other program out there which has it?
