installed proj server 03, but can't connect to PWA

just installed project server 03 (following single-server installation guide
by Microsoft)

tried to follow everything step-by-step, but still can't connect to PWA. I
get the "Connect to..." dialog box asking for my user name and password.
I've installed this before and immediately got the PWA home page when typing
the servername\projectserver.

also, when entering my administrator user name and password, I still can't
connect.

Please help! thanks,
