installed software for wireless card outlook will not recieve mail

I installed Cingulars connection manager for their Novatel Wireless U730
card. Everything installs fine, when i attemped to send and recieve mail i
can send fine but i cannot recieve mail all i get is a error message. error
message ox800cccof. we installed this sofeware in another laptop and it has
effected outlook in the same way.
