Installer Can't access my sql server

I was hoping that you maybe able to assist me. I am having a problem
installing MS Project Server with SQL 2000(sp4) on window server 2003
Ent(sp1).

The environment that I am working on is Windows Server 2003 SP1, I have
installed SQL Server 2000(sp4) and Widows SharePoint Services(sp2)

During the installation of MS project server 2003, a problem appears.

The problem is that Installer Can't make new Database

The Installer needs My Sql Server version more than sp3

But I am sure that I upgrade my sql server version into sp4

What happend to my systems???

Please help me~~
