installer error 1603

I'm trying to open a flow chart created in PP2000 and
when I cllick on the chart I receive an installer error
1603 message:
"MS PP can't start the application required to open this
object. MS PP cannot install the necessary file due
Windows Installer Error 1603. Fatal error during
installation."

Does anyone have any suggestions?
