installing Access 97 onto a windows 2000 server

When installing access97 on a windows 2000 server the
following error message shows up.
"Setup Couldn't create a system.mdw Run workgroup admin
before you run this application. (-1011)"
Once Run workgroup Admin is run another error occurs.
"Workgroup Admin an error has occurred at changing
workgroup database".

Access 97 wants to put the standard system.mdw file in the windows system
folder. Perhaps you don't have permission to this folder?
