installing editsite.exe needs .NET frame

When I try to run editsite.exe it requires .NET framework 1.1.4 I have 2.0
It will not except this as valid. How do we get around this issue.
here is the message.

This setup requires the .NET Framework version 1.1.4322. Please install the
..NET Framework and run this setup again. The .NET Framework can be obtained
from the web. Would you like to do this now? Y, N.

Can I safely assume that you are running either Beta 1 or Beta 2 of .NET
Framework version 2.0?

If so, then I would remove version 2.0 and install version 1.1.4 as it
appears that EditSite.exe is hard coded for version 1.1
