Installing Forms Error Message on Outlook 03

I have installed Office 2003 on a Windows XP SP2 system. I log on as a user
and whenever I try to open Outlook I receive an Installing Forms error
message. I've tried to repair and uninstall/re-install Office but I still
receive this message. I cannot find anything on this. How do I fix this? Why
is this popping up? This message also pops up when I try to open their Inbox
or other folders.
