INstalling Office 2003 Pro and Error 2721

I am trying to install Office 2003 Pro, having removed the previous version.
It is being installed from a network CD drive (although the same occurs if I
copy all the files to a directory on the local PC hard disc)
I get the following error shortly after the windows installer screen comes
up (about 10 secs into the install)
Error 2721 An internal error has occurred
VerifyUnicodeInstallPathNameOk

followed by a second box after I click ok with the same first line and
SetupDW

I have tried, as suggested in various tech forums, reinstalling the windows
installer with v3.1(2!) manually kicking off msiexec.exe to the msi files
and get the same message.
Any suggestions?
