Installing Office 2003 with Reading Layout unchecked

We are upgrading our Office 2002 by installing Office 2003 using a transform
file (.mst) and migrate settings turned on. We have "Reading Layout"
unchecked in the transform in the change user settings section but it is
leaving this checked for users after the install.

This is the only setting that is not being honored that we set in the
transform. Is it possible that it is due to our having migrate settings
turned on and Reading Layout not existing in 2002?

If not, any ideas on what might be causing the problem and what might be the
best way to fix it? We are thinking a .cmw or an .ops run after install.

I installed office Enterprise 2007 and when I try to open a file I get a
message saying that office os not working properly. What do I need to do?
