Installing on 2 PCs, License Issue

I was reading a review on Office System 2003 and the review (CNET) said that the license let you install a copy on two computers.

I work in a 5 PC office and we will be looking to upgrade all our PCs from Office 2000/XP to 2003 and was wondering what the official Microsoft stance is on this issue. Currently we have 5 copies of either 2000 or XP, and normally I would have just ordered 5 copies of the 2003 Upgrade, but since we are legally allowed to install one copy on two machines, I could get away with purchasing only 3 copies of the 2003 Upgrade

How does this work, would we legally be allowed to do this, or is the 2nd copy only allowed on home PCs or something?

If you read the EULA, it allows a retail copy of Office 2003 to be installed
on a desktop and a portable, *used by the same person but not
simultaneously*. This means that you will need 5 licenses for Office for
your operation.

You are allowed to install on 2 PCs providing one is a laptop, and used by
you; not two desktop PCs used by two people. If you have 5 systems, why not
get a small business license?

Thank you both for the information. I will look for information on the small business license, most of the volume license information I have found has had some restrictions and most needed a larger volume of licenses.
