I have designed a data base which will be distributed to local Community
Groups. Do I need to set up User Security levels at each Community Group, or
can I build this into the data base at point of design?

Provided the security Groups you need are consistent among the Community
Groups, then you can set up security once.

The usernames/groups/passwords/group membership information is stored in the
workgroup file (mdw).

The permissions on the database objects are stored in the mdb.

Once you've implemented security, and verified it is working correctly,
you'd distribute the mdb and mdw to each client (I'm assuming that the
Community Groups are on separate LANs.
