Installing PS2003 on Windows 2000 Server with out using SQL?

I apologize ahead of time for such a basic question.
I am getting mixed responses to this question.

Can I install Project Server 2003 on a Windows 2000 Server with installing
or using SQL?

According to a tech support call to MS by the software vendor, if there are
less than 50+ users SQL is not required. Apparently Project Server 2003 has a
"portion" that will manage the databse on it's own.

I am unclear what this "portion" would be.

Any help would be appreciated,

It is possible to install Project Server using MSDE data engine, which is
Microsoft's Free SQL engine. Don't do it.
