Installing with Different Languages ??

We have a customized Office 2007 Pro Plus in English-unites states format.
We have several international sites that we want to send this to. How will
it work? How do we set the install to use a local language? I searched
online and all I’m coming up with are results for ‘Language Pack.’ The users
will not be editing documents in different languages, so we don’t need these
language packs.
