Instant Search Installation error

I receive an error stating "Access is denied" when installing WDS 3 to use
with Outlook 2007 Beta. I am logged in as the administrator and am not sure I
am getting this message. Any assistance you may be able to provide would be
greatly appreciated. Thank you.

Uninstall any previous version of WDS that you might have installed first.

I do not have a previous version of WDS nor do I have Onenote installed. Yet
I still get "Access Denied." I tried installing in safe mode, same message.
