Insufficient Security Privilege

I have forms that I have posted on a Sharepoint Portal site. While working on
these forms, I have also had my harddrive rebuilt.
The forms that are posted on the site after the rebuild display an
"Insufficient Security Privilege" when I try to open them from another
computer.
Why is this and how do I fix it???
