Problem SC depends on CC & PF, but PF depends on CC & SC

What is the best way to get a final answer for both SC & PF?

You should post your formulas, at least in abstract terms. From the numbers
above, I infer:

SC = (CC + PF)*SCrate (SCrate = 0.3%)

PF = (CC + SC)*PFrate (PFrate = 12%)

I suspect that you misunderstand your own requirements. The real world does
not normally create circular dependencies like that.

I believe there simply is no solution to that pair of formulas in the real
world -- unless the __real__ problem is to derive SCrate and/or PFrate such
that those relationships are true.

Even that seems hard. But if that's the case, please clarify the problem
you are trying to solve. That is, which rate or rates are you trying to
solve for; and if both, what are the constraints.
