Interactive button not working

I am working on changing how one of my webpages look by adding a menu with
the mouseover effect (finally figured this out). When using layers, and then
proceeding to add buttons, etc., the interactive button under insert is
"greyed" out, and I cannot add the buttons. This was working before, but not
sure what the problem may be. I have even saved my work, backout, and went
back in. Once I get back I check to see if the interactive button is not
greyed out which it isn't. The only time this happens is when I place the
cursor in the layer where I am going to place my button...then it gets its
attitude again. Help in this matter would be greatly appreciated. I read
one of the posts where you're not suppose to place layers inside a table, so
I changed that, and started having problems. Tried adding outside of the
table still don't work. Thanks

Check Tools, Page Options, Authoring and make sure everything is checked and
the drop down boxes are set to Custom.
