Interactive Floorplan

Can Visio do something like this:

We require just to be able to drag numbers around on a floorplan. When a
number is clicked, information about that "desk" is displayed. There is a
list of names and numbers too.

Could it be exported to a format that can be viewed in web browsers... such
as Acrobat?

It can be done.
