Is it possible to create a web page that is interactive
with FP2002? By interactive I mean there are objects on
the webpage that can be moved or rearranged on the web
page and then saved.

No. You'll need to use some pretty hefty DHTML scripting to do that. Check
out javascript.internet.com or www.dynamicdrive.com for some free scripts.
Another option would instead be to use a Flash animation to handle it, but
that could still be a lot of work.
