Interactive tabs at top of slides in presentation

Can you create interactive tabs, that would be on all slides in the
presentation. That when you clicked on them or drag your mouse over, it
would take you back to that specific slide.

i.e. on slide #20, drag or click on tab #5 - this causes the show to go back
to slide 5 in that presentation.

Is there supplemental plug-in software or can it be done totally in
PowerPoint?

It wouldn't be too hard to create your own tabs with shapes that have
hyperlinks to the correct slides. These tabs could be put on a slide master
so they are available to every slide. However, you would have to do this
all manually because I don't think that there is a built-in solution that
does this for you automatically.
