Interesting development maybe?

Hi, looking to see if you people think Infopath can or is right to do this
before I stagger towards insanity building it ...
In UK Govt. (and in most organisations) departmental risk registers are done
on a 5x5 matrix - level out of 5 for probability, level out of 5 for impact.
The matrix then shows a risk which has probability 1 and impact 1 as low
(green) and 5,5 as high (black). The colours are lowest to highest: Green,
Amber, Red, Black (although I'd like the highest level changed ... just seems
wrong).
So, what I'd like to do is have simply question: name of risk, Question:
Owner of risk, Probability (1 to 5), Impact (1 to 5), Question: Mitigation
against.
So far easy. Then I'd like it to place those risks in the 5x5 matrix showing
the colours and writing either the risk number or the risk itself in the
table. Underneath has the mitigation. Of course the only hard bit is putting
it into the table!
If this can't be done (and maybe Excel is a better choice) then I can find
other ways of representing it but this would be the ideal.
