Intermittent changes to keyboard settings in Outlook

For no apparent reason the " and @ keys swap, and the £ becomes # (but not
vice versa) in Outlook only - other progs such as Word are not affected. When
I restart this problem disappears for a while, then recurs. All keyboard
settings and dictionaries are set to English (UK). While the problem is
happening, if I go into Word or Excel the keys perform as they should - it is
only a problem in Outlook. Can anyone help?
