Intermittent "You are not authorized to view this page" error in P

As the very recently implemented MS Project 2007 Administrator at the
organization, I frequently check Server Settings to view queue activity or
troubleshoot issues. However, on some days I am unable to access some of the
links such as "Active Directory Resource Pool Synchronization". I receive
the "You are not authorized to view this page" error. The Sharepoint server
was implemented prior to the MS Project 2007 server implementation and may
have something to do with this error appearing. Has anyone else had this
error? How did you resolve it?

I'd check the server logs to see if you're having intermittent errors show
up there.

Any chance that you or someone else has just recently processed some changes
to Project Server security configuration immediately before this happens?
This type of intermittent problem can occur while the system rebuilds
permissions for users after a security setting modification. This is not an
uncommon scenario in young systems where people are still fiddling with the
settings.
