Internal Error 2349

Whenever I try to update my office 2000 installation it gets partially through the update and stops giving me the internal error 2349 message. I have Norton yes and I tried the update with Norton disabled and also tried running the update using the procedure detailed in the http://support.microsoft.com/default.aspx?scid=kb;en-us;823721&Product=ofw issue. I also tried downloading the Administrator download from my hard drive. I even uninstalled Norton and tried running the update. All tries were unsuccessful. I ran the update before when my OS was ME and now that I have reinstalled Office 2000 successfully when I changed my OS to win 2k pro. I cannot complete the update to my office 2000. Any other ideas would be greatly appreciated

the issue.
