Internal Error encountered on Format Behavior

I have a very detailed drawing in Visio 2003 SP3. When I do a Ctrl-A and
select Format | Behavior then go to the Placement tab and set the Placement
behavior to "Do not layout and route around", I encounter the following error:

Visio internal error: #-1
Action 1071: Behavior Properties

Is there a way to set Visio to "Do not layout and route around" as the
default action or a work around to this problem?

Closing the file, re-opening and re-starting Visio has no affect.

I have not seen this error with Visio for awhile. You may want to open a
support case for this one so we can take a look at the file.
