international characters

I am used to using the control sequence Alt + Ctrl + number to insert
international characters in text in Word and in Outlook.

With our current set-up I have to use Ctrl + Character + letter in order to
get international characters. It does not work in Outlook and I have to cut
and paste from Word to Outlook which is time consuming and not accurate.

Can anyone advise me how to switch on the former system?
