International characters

Using Office 2003 and Windows XP;

I have a DB in which I need access to the international character sets. It
would be nice if I could popup a dialog containing them and then double click
to pick one and have it insert the character into the current control.

Can this be done? I know about the Character Map, but is this my only real
solution? I can pop that up, but I get two security warnings in doing so,
which is rather clunky.

Is there a better solution, if so, what? Can you please post generic example
code if possible?

As far as I know, the character map is the only method.
However, if there are just a few characters that keep recurring,
simply get the Keystroke number once from the character map.
Write it down and keep it handy. Then refer to the number and use it
to enter the character, i.e. ALT + 0241 (using the Number keypad) will
insert the Spanish ñ.
After a few uses, you won't even have to refer to the paper.
