Internet connection via proxy and broadband

Hi

I have a user that has a work notebook. When he is at the office he connects
to the internet via a proxy server. But when he is at home he connects to the
network via broadband, 3G.

The thing is he doesn't want to connect via the proxy server, to the
internet, when he is dialed up. Our network is setup that what ever
connection you have you can connect to the internet via proxy, even if you
are dailed up.

So without him going and disable the proxy settings manually, is there
another way IE can "see wether to ask him to go through proxy or not?".
