Internet Explorer problem

Not sure if this is the right forum for this question.
Using Windows XP and iE 6 SR1

All works fine excepyt when I go to a secure site eg to
purchase software. I get an error message:

"The page cannot be displayed
The page you are looking for is currently unavailable. The
Web site might be experiencing technical difficulties, or
you may need to adjust your browser settings."

Have tried making all the suggested adjustments. Restored
the default iE security settings, all to no avail.
Security settings are ticked for SSL 2.0, SSL 3.0, TLS
1.0, PCT 1.0.

Any suggestions.

Hi Terry,

If you don't get the answer you are looking for here then you might
try posting to one of the IE newsgroups (windows.inetexplorer.ie6).
This one is primarily for issues with Office shared components or
errors occurring across multiple applications.

This isn't an IE problem because the protocol didn't change. However,
two things did.

1. SSL goes to at least 128-bit when you go to secure sites in the U.S.
If IE isnt' 128-bit encryption ready, you won't be able to go to the
site. XP handles encoding for IE, so you have to have 128-bit encoding
for XP. Go to Windows update to upgrade.

2. (more likely) The port is blocked. When you go out to a secure site,
you go out via port 443. If it is blocked (by your router, or your ISP)
you get the error specified. By the way, don't block 443 on your
software firewall. That concerns incoming traffic, not outgoing. Check
your external firewall, router, or ISP. Also, try the site on another
system.
