i've been plagued by this problem for years because for some reason insist on staying with Outlook Express
do the following:
open internet explorer
click tools>internet options
go to the "security" tab then click internet
now click the button that says "custom level"
now scroll down all the way near the bottom you'll find under "Scripting" is "Active Scripting"
set this to "disable"
hit OK and Apply it it should instantly fix your problem even without restarting anything
note: I only really recommend this method if you don't use internet explorer for your general browsing anyway, and like me use Firefox for your internet browsing, on a related note if you ever come across a page that doesn't work properly in anything but internet explorer then use the IE Tab add-on for Firefox

Outlook is not a web browser and will not run active content. Why are yo
browsing web sites using a tool that was not made to reference web sites? Us
a real web browser
