Internet Free/Busy "no information" for other users

We are a small organizatoin (6 users) using Outlook 2003, but not Exchange
Server.

I have set up an FTP site for publishing Free/Busy Information.

I have verified that all users are able to publish (manually &
automatically) their .vfb file to the FTP Site.

I have verified that the Search location of each user is set to

ftp://%SERVER%/wfcalendars/%NAME%.vfb

which is the server & directory where the calendars are published.

When scheduling a meeting no one can see the schedule of another user.

Any thoughts or guidance would be most helpful.
