internet options will not work

I am trying to simply reset my home page and I keep
getting a restrictions alert to contact the
administrator. I can't change it in the privacy tab
either. What gives? Ever since I switched to IE6 this has
been a problem. I have reset the security to low just to
see if there would be any change and still nothing.

Can someone tell me how to enable this? Please use my
email (e-mail address removed).
