I can no longer access my control panel, everything now
says "This operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator."

Please help, if you can.

If you are working in a business/corporate environment, you do need to
contact your system or network administrator, as System or Group Policies
may have been set which prevent accessing certain tools.

Otherwise, you should post your question to a newsgroup devoted to your
version of Windows, as this newsgroup deals with setup and configuration
issues for Microsoft Access, the database development product.
