Internet Shortcuts in Outlook 2000 Occasionally Do Not Start Web Browser

Occasionally users using Windows 2000 with Outlook 2000 are unable to
open Internet Shortcuts from inside Outlook from HTML emails. In all
cases Internet Explorer is the default browser and it makes no
difference if Internet Explorer is already running, killed, or
restarted.

Rebooting always fixes this problem (but obviously is not appealing).

I can't find any information on this problem and this KB article is of
no use - http://support.microsoft.com/?kbid=177054

Has anyone experienced this and if so do you have any recommendations?
