Invalid Configuration File PS2007 Migration Tool

I am attempting to run the migration tool from my client machine. I
have entered the parameters into the .ini file, and then run the
p12migrationtool.exe -c p12migrate.ini.

The .exe tool starts, and after I see the yellow text that reads
"Press 'q' to quit at any point of time", I see this:

ERROR: GetFileAttributesW on config file failed
Invalid Config file or Config file not found

I don't understand why this is the case. I have tried the full folder
path name for the ini file, I used quotes around the ini file, and I
get the same error.

Any thoughts?

Update: I reinstalled this tool on a second machine. I believe the
first line of the error, ERROR: GetFileAttributesW on config file
failed, was due to me editing the sample file. This time I made a
copy of the sample file and put my own parameters in there. Now when
I run the .exe, I do not get the first line, but I still get the
second line:

Invalid Config file or Config file not found

I solved it. The problem was that I edited the sample configuration
file, and even though I renamed the sample configuration file with an
extension of .ini, it was still showing up as an invalid file type.
Not sure why that would be --- is "sample" file some sort of setting
placed upon a file that cannot easily be changed?

So, the solution is to copy and paste the sample config file, and do
your editing from there. And remember to use the full file path of
the configuration file (that's where I got tripped up the second time
around).
